Mr. Raventós has ample experience in litigation before the civil, criminal and judicial-review courts, as well as in accounting and constitutional litigation. He has gained this experience both in his role as a practicing lawyer and in his roles in the administration, first as a town hall lawyer, second as counsel for the Catalan Regional Government (Generalitat), third as Deputy General Assistant Director of Litigation Affairs at the Legal Cabinet of the Generalitat, and finally as Director of the Legal Cabinet, in addition to exercising retained jurisdiction for the Generalitat's highest advisory body, the Legal Advisory Committee.
He focuses his practice on advising on pre-dispute matters, leading cases and defending clients in a wide range of areas: public procurement; administrative concessions; government expropriations and the liability of public administration for the actions and omissions of civil servants; constitutional law; procedural administrative law; pharmaceutical law; consumer law and labeling; and law on hotels, tourism and leisure, and entertainment.
He also specializes in territorial and urban planning; commercial property and facilities; environmental protection and waste management; water and mining law; transport law; defense before authorities and courts; disputes with the public administrations over settlement appeals and tax sanctions; law on competition and money-laundering; law on energy, hydrocarbons and telecommunications; deregulations; cogeneration plants; nuclear power stations; the dismantling of plants subject to special rights; defending clients before the Constitutional Court; and handling cases of accounting liability before the Court of Auditors and similar courts of the autonomous regions.
Mr. Raventós lectures on many masters, postgraduate courses and courses specializing in administrative, constitutional and regulatory law.
He is the former director, with the rank of Secretary General, of the Legal Cabinet of the Generalitat, which includes all lawyers of the Catalan administration, its bodies, organizations and subsidiary or attached public companies, and on which their legal services depend.
He was a member of the Legal Advisory Committee of the Generalitat from 1987 to 2005. He is currently on leave of absence from his role as Deputy General Assistant Director of Litigation Affairs at the Legal Cabinet of the Generalitat.
He is also on leave of absence from his role as town hall lawyer. Having previously lectured at the Escuela de Administración Pública of the Generalitat, the Universidad Central de Barcelona and the Universitat Pompeu Fabra, he now lectures at the Escuela Judicial. He is a member of the Barcelona Bar Association.
