Carlos Gallego

Mr. Gallego has ample experience in litigation, both in civil and judicial-review courts, involving the tort liability of public entities and contracting with public sector agencies, as well as in administrative appeals and prior claims made directly to the contracting agencies themselves.

He also has extensive experience in port concessions, advising concession holders on terminal space for containers and on ro-ro vessel traffic at major ports. He complemented his experience in this area as a member of the board of the Santander Port Authority for 10 years.

Mr. Gallego is a counsel for the state on leave of absence and was head of the State Legal Services in the Basque Country and in Cantabria, having participated in important cases and lawsuits involving public works carried out by the administration. Subsequently, he held a post in the Deputy General Directorate for Consulting of the Government Bureau for State Legal Services, where he advised on matters of governmental and administrative areas of responsibility.

In addition to being a member of Santander's Port Authority board of directors, he has been on the municipal boards of Santander's Water and Urban Transport departments.
