Francisco Hidalgo

Mr. Hidalgo specializes in corporate law, contracts and procedural law. He is a partner and vice-chair of the law firm Olivencia-Ballester, now part of Cuatrecasas, Gonçalves Pereira.

He is secretary and legal advisor to the Fundación Centro de las Nuevas Tecnologías del Agua (Center for New Water Technologies), as well as legal advisor to many companies and groups of private companies, providing them with comprehensive legal advice, and therefore, participating, directly or indirectly, in their corporate, commercial, and contractual activities, as well as in litigation.

Thanks to having held the position of director of legal services and contracting at many public-sector companies (state, regional and local), Mr. Hidalgo has gained ample experience in all phases of public contracting: drafting contracting rules; specifications; bidding; awarding committees; adjudication; contracts, planning and penalties; and payment enforcement and settlements.

Having exercised as a court clerk both in the low and the high courts, and in the government secretariat of the former territorial courts of appeal, he has acquired extensive experience and knowledge in all types of procedures and proceedings.

He is a member of the panel of experts of the Official Association of Industrial Engineers and was awarded the Cross of San Raimundo de Peñafort for merit in justice.
