Mr. Aparicio has ample experience in data protection, the Internet, and new technologies, both in litigation and in advising Spanish and international companies on an ongoing basis.
He was director of the legal department of the Spanish Data Protection Agency, participating in the meetings of the European Commissions Article 29 Data Protection Working Party created by the directive on this matter and comprising the data protection authorities of the EU member states, as well as in the groups of experts in this area in the Council of Europe, Interpol and the Schengen.
He also collaborated with the Spanish parliament as secretary and member of the group of experts who were commissioned to draw up the draft bill for the current Organic Law on the Protection of Personal Data.
He also worked as counsel for the state before the Court of Appeals in appeals against decisions by the Spanish Data Protection Agency.
In 2000, Mr. Aparicio took voluntary leave to work as director of the legal department of a company specialized in Internet consultancy, e-commerce and e-building.
A counsel for the state on leave of absence, Mr. Aparicio is an arbitrator settling disputes on ".es" domain names for the Higher Council of the Chambers of Commerce.
He published, through Thomson Aranzadi, the book A study of the Organic Law on the Protection of Personal Data, 2000, whose third edition has also been released 2009.
He is a member of the editorial board of the journal Revista Aranzadi de Derecho y Nuevas Tecnologías (Aranzazi magazine of law and new technologies) (Thomson Reuters & the Spanish Registrars Association).
He contributed to the collective works The Practitioner´s Guide to the Sarbanes-Oxley Act (ABA American Bar Association 2009) and Study on Online Copyright Enforcement and Data Protection in Selected Member States, Directorate General for the Internal Market and Service of the European Commission, 2009.
He also helped draft Comentario a la Ley Orgánica de Protección de Datos de Carácter Personal (Comments on the Organic Law on the Protection of Personal Data), coordinated by the director of the Data Protection Agency of the autonomous region of Madrid (Thomson Aranzadi 2010).
Mr. Aparicio also regularly writes articles on new technologies in general, sectoral and specialized publications (e.g., Expansión, CincoDías, Diario Médico, and Diario Farmacéutico).
He lectures on law, new technologies, and data protection at several universities: Master in Finance Law at ICADE, and Master in Telecommunications Law and Information Technology at the Universidad Carlos III.
