Mr. Macías has ample experience in civil, criminal, constitutional and accounting litigation, and judicial reviews. He gained experience in these areas first as a judge, later as director general of litigation affairs for the Catalan Regional Government, and finally, as a lawyer.
He focuses his practice on advising on pre-dispute matters, and leading cases and defending clients in a wide range of areas: public procurement; administrative concessions; government expropriations and the liability of public administration for the actions and omissions of civil servants; constitutional law; procedural administrative law; pharmaceutical law; consumer law and labeling; and law on hotels, tourism and leisure, and entertainment. He also specializes in territorial and urban planning; housing and commercial facilities; environmental protection and waste management; water and mining law; transport law; defense before authorities and courts; disputes with the public administrations over settlement appeals and tax sanctions; law on competition and money-laundering; law on energy, hydrocarbons and telecommunications; deregulations; cogeneration plants; nuclear power stations; the dismantling of plants subject to special rights; defending clients before the Constitutional Court; and handling cases of accounting liability before the Court of Auditors and similar courts of the autonomous regions.
Mr. Macías is a senior judge, having joined the judiciary in 1990. He was director general of litigation affairs for the Catalan Regional Government from 2002 to 2003.
He has been lecturing on administrative law at the Universitat Autònoma de Barcelona since 1991. He also lectures on administrative and regulatory law in several master and postgraduate programs, and specialist courses; formerly, he lectured on the law of the judiciary at the Escuela Judicial de España.
