As consulting lawyer to the Banco Hipotecario de España (Spanish Mortgage Bank) since 1953, and in his role as director of legal affairs from 1974 until he retired in 1994, Mr. Sancho gained experience in financial mechanisms, real-estate registry law, and development, particularly residential development. He was involved in creating and developing the modern mortgage market.
He also has extensive experience in banking law, covering banking regulation, discipline, and trade; he participated in the merger processes of official credit institutions and their privatization.
As a Spanish member of the Legal Working Group of the European Mortgage Federation, he participated in its comparative legal studies, and its analyses and proposals on European legislation regarding banking coordination, financing housing, and consumer relations.
He has been a senior lecturer of civil law, and previously an assistant lecturer, at the Faculty of Law of the Universidad Complutense de Madrid, since 1964. He also lectured at the Diplomatic School of the San Raimundo de Peñafort Academy.
He is secretary of the board of directors of the Spanish Mortgage Bank, and was a member of its management committee and its risk commission. He was chairman of the Caja de Pensiones del Personal and of the Asociación de Previsión Social San Carlos Borromeo.
He is secretary of the board of directors of the management company of the Public Fund for Regulating the Mortgage Market and of the Iberian Company of Real Estate Credit (jointly incorporated by the Spanish Mortgage Bank and Crédit Foncier de France).
He has been a permanent member of the Council of Law Reporting (Section 1; civil law) since 1990. He has given talks on the protection of minors, guardianship, adoption, and disabled people, participated in recent projects of the European Commission, and participated in the proposal to modernize the Spanish Civil Code regarding obligations and contracts.
