He was head of the State Department Office for Health Administration from 1989 to 1990.

He is a founder member of APDI - Associação Portuguesa de Direito Intelectual (Portuguese association of intellectual property law) and of Gestautor - Associação de Gestão Colectiva do Direito de Autor (Association for copyright management).

He is also a member of ACEGE - Associação Cristã de Empresarios e Gestores (Christian association of business executives).

He is a founder member and former vice-president of OSCOT Observatório de Segurança, Criminalidade Organizada e Terrorismo (Portuguese Observatory on Security, Organized Crime, and Terrorism).

He was an associate lecturer of criminal law at the Faculty of Law of the University of Lisbon from 1993 to 1997. Junior assistant of criminal law, introduction to the law, and labour law at the Faculty of Law of the University of Lisbon (1986-1993), and of "Introduction to the Law" at the Law Department of Universidade Lusíada from 1992 to 2000.

He is a member of the jury of the final exams of the training centre of the Lisbon District Bar Association.
