Cuatrecasas, Gonçalves Pereira strenghthens its Public Law and Town Planning practices in Seville with two new of counsels: Daniel Fernández Navarro and Macarena Olivencia Brugger

Cuatrecasas, Gonçalves Pereira, Olivencia-Ballester has recruited Daniel Fernández Navarro, a lawyer specializing in public and town planning law. He returns to the firm as of counsel in the Seville office, after having worked as director general of planning for the regional government of Andalusia from 2009 until 2012. His return to the firm will strengthen its Public Law Practice, thanks to his expertise in public law and his technical specialized knowledge of planning. 


A member of the Seville Bar Association, Mr. Fernández worked at Cuatrecasas, Gonçalves Pereira, Olivencia-Ballester between 2007 and 2009. Before that, he was a member of the team that drafted the Urban Planning Act of Andalusia (“LOUA”) and had advised the Directorate General of Planning on drafting urban planning regulations.


During his term as director general of planning for the regional government of Andalusia, many important legislative reforms were approved in Andalusia, the general land plans of cities such as Cádiz, Málaga, Marbella, El Puerto de Santa María and San Fernando were implemented, and many Andalusian municipalities adapted their general land plans to the LOUA. Also, during the same period, the Andalusian parliament gave the green light to the reform of the LOUA (Act 2/2012), aimed at encouraging urban planning activity and making it more dynamic; the reform had the backing of social and financial players.


Macarena Olivencia Brugger has a Bachelor of Laws from Universidad de Sevilla and has been practicing law in the Seville office’s Public Law Practice since 1990. She has advised clients on issues relating to administrative law, judicial reviews, real estate litigation, construction and engineering, and public contracts.


Her strong knowledge of English and German, combined with her extensive training and experience in administrative law, enable her to advise foreign clients.


As of counsels, Mr. Fernández Navarro and Ms. Olivencia Brugger will apply their ample experience in the area of public law, as well as in urban land planning and management transactions, strengthening the firm’s practice areas that already exist in the Málaga office under partner Jorge Robles.
