The Recovery, Transformation and Resilience Plan includes a housing renovation and urban renewal plan (“Componente 2”), which coordinates projects for the renovation of the building stock in Spain and for the increase in energy efficiency in rented social housing.

Two aid schemes have recently been approved within the framework of Componente 2, along with a package of stimulus measures and the regulation of six schemes.

The objectives of Componente 2 focus on (i) activating the building sector to increase the renovation and decarbonization rate of the building stock and to improve indoor environmental quality and comfort, and (ii) fostering the development of the rented social housing stock to address to need to provide vulnerable population groups access to decent, affordable housing.

Componente 2 is based on two lines of action: an aid line for the granting of subsidies and other support tools, such as tax measures; and a set of reforms to adopt laws, and to implement agendas, strategies and plans, and other measures to facilitate aid management.
