Specialist in urban planning and management, land use planning and environmental law.

Yolanda Guerra is an expert in advising and representing public administrations and individuals on planning and urban management matters, land use planning, and on matters relating to the environment and climate change.

Thanks to her work defending public authorities and advising private companies, she has in-depth knowledge of local law, public procurement and public services management, particularly in administrative concessions. She is also an expert in urban development, and in establishing commercial facilities, hotel and leisure development.

She was head of the Litigation Division of the Catalan Regional Government's Central Legal Department, where she represented and defended the regional government in court from 1985 to 1994. She is a senior officer of local administration by public competitive examination, currently on leave of absence, which involved advising, defending and representing local authorities both in and out of court.

She is a member of the Barcelona Bar Association, the Spanish Association of Town Planning Experts, the Spanish Environment Association, the International Bar Association (IBA) and the Southwestern Legal Foundation Alumni Association (United States).

She has lectured on environmental law at leading institutions and has given many courses and conferences on areas such as managing landowners management boards, contaminated land and its effect on real estate processes, and coastal law.
