Specialist in structuring public-private partnerships and infrastructure projects, particularly focused on road infrastructure; project finance, including real estate projects; and designing and structuring infrastructure construction agreements (EPC, BOOMT).
Alessia Abello has participated in private equity-related project structuring in the hydrocarbon and electricity sectors, as well as structuring agreements to design and build refineries and power generation plants.
She has advised financial institutions on the financing of infrastructure projects and taken part in structuring securitizations to finance the works for Bogotá’s integrated transport system. She has also advised the authorities of Bogotá on structuring contracts to supply and operate the fleet of the city’s mass public transport system, as well as structuring congestion charges as a system to reduce private vehicle traffic. She has advised international clients on participating in the country’s major public tenders.
She has structured private equity funds and in 2004 she participated in the designing of regulations on the subject, which enabled this type of project companies to develop in Colombia. More recently she has advised funding entities in the real estate and energy sectors on financial closures.
Before joining Cuatrecasas, she was legal vice chair of Colombia’s National Development Finance Institution (the FDN) and had previously developed most of her career at a leading law firm in Bogotá.
She has lectured on risks in public-private partnerships in the Graduate Diploma in Government Contracting and Management at Universidad del Rosario.
