Specialist in labor and employment law, and human resource strategy; expert in social administrative law (handling proceedings before the labor and social security inspectorates and authorities), public sector labor relations and labor law compliance.

Pedro Llorente is a member of the Higher Body of State Civil Administrators, currently on leave of absence. From 2011 to 2018, he was deputy secretary of the Ministry of Employment and Social Security, where he was involved in preparing the main draft bills for labor market reforms—such as the Labor Reform of 2012—and he participated in roundtables for social dialog on labor matters. He was a member of several commissions, including the Monitoring Commission on Collective Bargaining in State-Owned Companies.

He also managed the ministry’s human resources and coordinated labor-related matters with the European Union, the Organisation for Economic Co-operation and Development, the International Labour Organization and the G20.

Previously, he held several positions of responsibility, such as managing director of finance and purchasing of healthcare and pharmaceutical material for the Madrid Health Service, director general for infrastructure of the Ministry of Defense, and head of the technical office of the deputy secretary of Economy and Finance.

He has been a member of the board of directors of private and public companies in the finance, defense and aerospace, and real estate sectors.

He became director of Cuatrecasas International Institute for Legal Strategy on Human Resources in March 2024.

He is a member of the Seville Bar Association.

He has been lecturing on labor law and social security law in the Bachelor of Laws at Universidad Nebrija in Madrid since 2020.

He has been awarded several distinctions, including the Grand Cross of the Spanish Order of Civil Merit.
