He specializes in energy and infrastructure projects, with a focus on energy law (oil, gas and electricity), environmental law, public procurement, maritime and navigation law, public services, concessions and administrative law.

Rafael Rodríguez advises national and international companies on exploration and operation contract awards, farm-outs with Petróleos Mexicanos, public works contracts, the construction of natural gas and oil pipelines and storage terminals, charter parties for vessels and oil rigs, and concessions for the use and management of water resources. He also advises on negotiating and implementing engineering, procurement and construction (EPC) contracts for power plants and other production plants, and has advised international companies on reviewing regulatory aspects of the electricity industry.

He has assisted companies with regulatory compliance and with coordinating in-house corporate investigations, some of them derived from proceedings conducted by the US Department of Justice for alleged corrupt practices in Mexico.
