Adolfo Ruigómez advises public authorities and public sector institutions.

He specializes in litigation and arbitration, particularly in court and arbitration proceedings relating to civil works and infrastructures, and participates in proceedings at the Arbitration Court of the Chamber of Commerce of Bilbao and the Court of Arbitration of Madrid.

He has also arbitrated at the Court of Arbitration of the International Chamber of Commerce (Paris Court) and was secretary of the board of directors of the Santander Port Authority and of state-owned company Bilbao Ría 2000.

He served on the provincial expropriation juries of Biscay and Cantabria and on several public procurement boards. He also served as registrar of the Basque Country tax appeal board.

He lectures in the Master for Admission to the Practice of Law at Universidad de Deusto (Basque Country), the Biscay Bar Association, and the Basque School of Regional and Urban Studies.

He speaks regularly at courses and seminars on public law and has co-written many publications on administrative and procedural law.
