Career

Specializing in public law, Mr. Fernández has developed his career in urban planning law. In 1998, he became legal advisor to and a member of the team drafting the Urban Planning Act of Andalusia (Act 7/2002), and later of the team drafting the Act’s implementing regulations, until in 2007, when he joined Cuatrecasas. He has helped draft urban planning acts and regulations, as well as land and urban planning policies. He also has ample experience in transactions to manage urban planning and in disciplinary proceedings over urban planning issues. 

From 2009 to 2012, he was director general of urban planning for the Andalusian regional government, where he promoted and helped draft the reform of legislation on urban planning (Act 2/2012), which was aimed at boosting and encouraging urban development, as well as coordinating and promoting the drafting of general municipal planning schemes.

Mr. Fernández has ample experience in advising on expropriations, environmental issues (water, coastline, noise, etc.) and other special legislation (roads, ports, tourism, logistics, etc.)

Academia and business

Mr. Fernández lectures in various master programs on land and urban planning (Universidad de Sevilla, Universidad Pablo de Olavide, Universidad de Granada, Instituto de Práctica Empresarial etc.) and in specialized courses. He also lectures and speaks regularly at highly regarded academies, as well as in forums relating to his area of specialty.

He has published several articles on land and urban planning in specialized journals.

He has been the secretary and advisor to many landowners management boards.

While director general of urban planning for the Andalusian regional government, he was a member of provincial commissions for land and urban planning, the Andalusian Commission for Land and Urban Planning, the Interdepartmental Commission for Land and Urban Appraisal, the Technical Commission for the Appraisal of Golf Clubs of Touristic Interest, the Technical Commission for the transfer of powers relating to coastline planning (Spanish state and the Andalusian regional government), as well as of the boards of directors of EPSA, the Andalusian Public Authority for Ports and the Andalusian Logistics Network.

He is a member of the Seville Bar Association.
