Javier Díaz advises companies and public administrations on public procurement, real estate and urban planning, the environment, punitive law, and judicial review proceedings.

An expert in civil and public contracts, he advises on preparing tendering specifications and internal contracting instructions; precontractual and contractual administrative appeals; concession readjustment; and lawsuits over implementing, settling and terminating contracts.

He is an associate lecturer at Universidad de Deusto (Bilbao) and a member of the Public Law Department of the university’s faculty of law. He also lectures at the Basque Institute of Public Administration, lectures in the Master for Access to the Practice of Law organized by the Biscay Bar Association and Universidad de Deusto, and speaks regularly at forums and business schools on public procurement.

He is a member of the Biscay Bar Association and lectures on administrative law at Universidad de Deusto (Bilbao).
