He has been Counsel for the State and head of the State Legal Service in Guipúzcoa since 2000. He is a member of the Guipúzcoa provincial expropriation board, and counsel and member of the Board of Directors of Pasajes Port Authority.
He is a member of the Body of Counsels for the State.
