The preliminary draft bill, approved on 20 December 2022, aimed to transpose the EU Directive on Representative Actions for the Protection of the Collective Interests of Consumers (2020/1828) into Spanish law, while repealing Directive 2009/22. The bill was made available for public consultation and multiple parties raised concerns over the opt-out system, legal standing and enforcement proceedings. The bill was then suspended in 2023 due to the dissolution of parliament and subsequent elections.

On 22 March 2024, a new Draft Bill on Measures for the Efficiency yof the Public Justice Service and Collective Actions for the Protection and Defence of Consumer and User Rights and Interests was approved, which resumed the transposition of EU Directive 2020/1828.
