Public supply, service and works contracts, and design tenders
Commission Delegated Regulation (EU) 2025/2152:
The 2026–2027 thresholds for public contracts for supplies, services and public works, as well as design tenders, regulated by Directive 2014/24/EU of the European Parliament and of the Council of February 26, 2014, will be as follows:
· €5,404,000 for public works contracts.
· €140,000 for supply and service contracts and for design tenders organized/awarded by central government authorities (“by the State," within the meaning of article 474.3.b) of the PPCC).
· €216,000 for public supply and service contracts and design tenders organized/awarded by subcentral contracting authorities (“by other contracting authorities,” within the meaning of article 474.3.c) of the PPCC).
· The €750,000 threshold for acquiring goods and services related to social services and other services as specified in Annex XIV of the directive remains the same.
· €5,404,000 for public works contracts with a direct subsidy of more than 50% when they involve civil engineering activities (listed in Annex II of the directive) or construction works for hospitals, sports facilities, recreational and leisure facilities, schools and university buildings, and administrative-use buildings. Contracts associated with these activities that are directly subsidized by more than 50% will have a threshold of €216,000.
Concession contracts
Commission Delegated Regulation (EU) 2025/2151:
The threshold for the concession contracts established in Directive 2014/23/EU of the European Parliament and of the Council of February 26, 2014, is now €5,404,000.
Water, energy, transport, and postal services sectors
Commission Delegated Regulation (EU) 2025/2150:
The new thresholds for contracts entered into by entities operating in the water, energy, transport, and postal services sectors, regulated by Directive 2014/25/EU of the European Parliament and of the Council of February 26, 2014, are as follows:
· €432,000 for public contracts for the supply of goods, services and design tenders.
· €5,404,000 for public works contracts.
Date of entry into force
These new thresholds enter into force on January 1, 2026, and apply to all public contract tenders starting on or after that date.
