Miguel Pena Machete advises public and private entities on general public law matters, public procurement, and on executing public contracts and administrative procedures. He has also advised many public companies on their activity and management, particularly in the infrastructure, concessions, regulated and environmental sectors. He stands out for his experience representing public and private entities before the administrative courts, as well as in arbitration proceedings where he acts as an arbitrator and lawyer.
With over 30 years’ experience in all areas of competition law, he focuses his practice on providing preventive advice and defending clients in cases of violations of competition law. He also handles important M&A transactions in relation to regulatory aspects and regarding notifying the competition authority and the European Commission of concentrations.
He is an expert in sectoral regulation law, including licensing, compliance and litigation, particularly in the telecommunications, sports rights, health care, transport, energy and consumer goods sectors.
From 2001–2022, he worked at SLCM - Serra Lopes, Cortes Martins & Associados, a full-service law firm with over 60 years' activity that merged with Cuatrecasas in 2023.
He is a member of the Portuguese Bar Association and the Association of Portuguese Competition Lawyers (“CAPDC”), Anwalt.De, DIRO and DACH.
He was an assistant lecturer of legal-economic science at Universidade Católica de Lisboa (1992-1999) and Universidade Nova de Lisboa (1999-2002).
