Ordinance on working conditions for administrative employees

Ordinance 191/2023 of July 6 makes the fifth change to Ordinance 182/2018 of June 22, which regulates the working conditions of administrative employees not covered by specific collective bargaining agreements. 

This ordinance was published due to the need to regulate minimum working conditions for administrative employees in sectors or branches of activity that have no established employers’ association with which the trade unions that represent them can enter into agreements.

The measures were published to compensate for inflation and considering the increase of the minimum salary to €760 under Decree-Law 85-A/2022.

The changes entail:

  • a 7.8% increase in average salaries, according to the table attached to the ordinance; and
  • a 10% increase in the meals allowance, which is now €6 for each full working day.

The ordinance enters into force on the fifth day after publication, that is, on July 11, 2023, while the minimum salaries and meal allowances take effect as of April 1, 2023.
