Carlos Gallego specializes in extra-contractual liability of public entities and in contractual matters with different public sector institutions, both in civil and judicial-review courts, as well as in administrative appeals and prior claims made directly to the contracting agencies. He also advises large concession companies of spaces for container terminals and for roll on-roll off traffic in the main ports.

For many years, he was head of the State Legal Service in the Basque Country and Cantabria, having participated in important cases and lawsuits involving public works carried out by the General State Administration. Subsequently, he held a post in the Deputy General Directorate for Consulting of the Government Bureau for State Legal Services, where he advised on matters of governmental and administrative areas of responsibility.

He was also a member of Santander's Port Authority board of directors and the municipal boards of Santander's Water and Urban Transport Departments for 10 years.
