Catarina Pinto Xavier advises public and private entities, including on public procurement, the implementation of public contracts, administrative proceedings, judicial reviews and arbitrations involving public entities. She also advises on competition and regulation, and defends clients in competition law infringement cases before the competition authority and before sectoral regulatory bodies, and handles litigation matters. Her practice focuses on the energy and environment sectors, particularly on water, sanitation and waste.
From 2014 to 2022, she worked at SLCM - Serra Lopes, Cortes Martins & Associados, a full-service law firm with over 60 years of activity that merged with Cuatrecasas in 2023.
Previously, she worked at other law firms in Portugal.
She is a member of the Portuguese Bar Association and an arbitrator at CAAD – Centro de Arbitragem Administrativa, in the administrative law practice.
