He has extensive experience in infrastructure, energy, urbanism and the environment, administrative litigation and arbitration in public law.
Duarte Abecasis focuses his practice in advising central and local public bodies, and natural persons, on tendering procedures for the granting of public works concessions (motorways, public transport, water supply and waste treatment); electricity production from alternative forms of energy; the management and operation of port terminals; upstream and downstream abstraction, purification and distribution of water and solid waste; tourism projects in Portugal; and the restructuring of automotive groups.
Member of the Portuguese Bar Association.
Member of the state commission that prepared the law on quarries (1989). Member of the Commission for establishing and setting up the Sines IH (Heavy Industrial) zone. Auditor of Instituto da Defesa Nacional (National Defence Institute).
Vice chair of the High Council of the Portuguese Bar Association and of the board of directors of ADVOC EUROPE (International Network of Independent Law Firms).
Assistant professor of property law at the University of Lisbon Law School between 1978 and 1980. Deputy and advisor to the State Department for the Budget between 1981 and 1985. Lecturer in the summer courses on the deregulation of telecommunications in the European Union, organized by the Complutense University of Madrid. Lecturer of interdisciplinary legal practice (public law) at the Faculdade de Direito da Universidade Nova de Lisboa.
Participation as guest speaker at various seminars on public procurement, judicial review and energy.
