Specialist in administrative and regulatory law, and recognized expert in the energy sector; senior partner of Cuatrecasas since 2026.
Luis Pérez de Ayala has been counsel for the state at the European Court of Justice, the Spanish Ministry of Justice and the Spanish Ministry for Foreign Affairs. He has been secretary of the board of directors and head of legal affairs at ENAGAS, S.A., as well as a member of its management committee. He has held different legal management positions at the Gas Natural Group.
Luis is a member of the board of examiners in the public competitive examinations for counsel for the state, judges and diplomats, and is a member of the Spanish Sports Arbitration Court.
He lectures on master programs at Universidad Carlos III and Universidad de Navarra, as well as at the Spanish Energy Club.
He speaks at conferences organized by prestigious centers and different forums related to the energy and gas sector.
He is the co-author and coordinator of several collective legal works.
Luis became senior partner of Cuatrecasas in 2026, having been vice chair between 2022 and 2025.
