Paulo Simões Ramos focuses his practice on several areas of public law, including public procurement; the awarding, negotiating, and signing of public contracts; infrastructure; judicial reviews; arbitration; M&A transactions; and regulatory matters, particularly in the energy, urban planning, transport and environmental sectors.
From 2021 to 2023, he worked at SLCM - Serra Lopes, Cortes Martins & Associados, a full-service law firm with over 60 years of activity that merged with Cuatrecasas in 2023.
Before joining Cuatrecasas, he was legal advisor to the State Secretary for Tax Affairs (2018–2019) and to the National Defense Ministry (2019–2021). He is a member of the Portuguese Bar Association.
Since 2019, he has been a researcher at the Public Law Research Center at Universidade de Lisboa. He is a member of the Scientific Commission of the Ex Libris law review.
He has published several articles and contributed to many national and international publications on public law, also attending several conferences, courses and symposiums as a guest lecturer.
