Paulo Simões Ramos advises on various areas of public law, including judicial reviews and international arbitration. He also advises on public procurement, infrastructure and M&A, and on regulatory matters relating to the energy, urban planning, transport and environment sectors.
From 2021 to 2023, he worked at SLCM - Serra Lopes, Cortes Martins & Associados, a full-service law firm with over 60 years’ activity that merged with Cuatrecasas in 2023.
Before joining Cuatrecasas, he worked as a legal advisor to the Portuguese Secretary of State for Tax Affairs (2018–2019) and the Portuguese Minister of National Defense (2019–2021).
He has been a research collaborator in the Lisbon Public Law Research Center at Universidade de Lisboa since 2019 and is a member of the Scientific Committee of the law journal Ex Libris. He is also a member of the Young International Arbitrators Group of the London Court of International Arbitration.
In addition to publishing various articles, he has made contributions to several national and international collective works on public law and has participated as guest speaker in various conferences, courses and symposiums.
He is a member of the Portuguese Bar Association.
