Waste: Deadline extended for SIRER declarations

Annually, producers, packagers or service packaging suppliers (or their authorized representatives) must register and provide specific data in the the Integrated Electronic Waste Registration System ("SIRER") by March 31. The required data include the type and quantity of products or packaging introduced to the market, as well as information for each specific waste stream.

As regards products or packaging introduced to the market, the following submissions are particularly important:

a)   Correction declaration: Updates for the previous year’s data (year n-1), detailing the quantities of products placed on the market in year n-1.

b)   Estimation declaration: Projections for year n, estimating the quantities of products expected to be introduced to the market in year n.

The above data are used to monitor Portugal and the European Union’s progress toward meeting waste management targets, as well as in formulating public policies in this area.

Economic operators that fail to submit these required declarations by the annual deadline may face administrative penalties.

The APA extended the submission deadline for 2025 to May 31 due to significant developments in waste management, including the following:

• New licenses: In 2024, management entities responsible for specific waste streams received new licenses, which entail entering new contracts with counterparties.
• Contract processing: Given the volume of contracts, the signing process with the respective management entities remains ongoing. 
• Industrial packing requirements: Starting January 1, 2025, all non-reusable industrial product packaging falls under the purview of the management entities (there being no authorized individual systems at the time). Consequently, new contracts are required.
  

In light of the above, producers and packagers now have until May 31, 2025, to submit the following declarations: 

• Correction declaration for 2024: For producers and packagers that placed products on the market in 2024. 
  
• Estimate declaration for 2025: For producers and packagers placing products on the market in 2025.
