The European Commission approves up to €403 million in State aid from five Member States for the second Important Project of Common European Interest for the health sector.

On July 22nd, 2025, the European Commission approved the second Important Project of Common European Interest ("IPCEI") to foster innovation in medical devices. This project, called Tech4Cure, aims to introduce digital and artificial intelligence (AI) tools in medical devices through collaborative research and strives for the deployment of industrial projects.

Five Member States are participating in this IPCEI: France, Hungary, Italy, Slovakia and Slovenia. They will provide up to €403 million public funds to the project; in turn, these funds are expected to attract further private investment.

Ten companies, including six SMEs, will participate in the initiative, focusing on the creation of medical devices that implement digital and AI solutions to foster a more predictive, preventive and personalized approach in medicine.

Tech4Cure aims to improve patient outcomes, reduce healthcare costs and improve the quality of life for citizens of the European Union. Its completion date has been set at 2036, although individual variations are contemplated for each project and company.

The European Commission has assessed this IPCEI in the light of State aid rules, particularly its 2021 Communication on Major Projects of Common European Interest, concluding that Tech4Cure contributes directly to several European objectives on sustainable economy and resilience, and that its projects are highly innovative and will have a positive spillover effect across Europe.

In addition, it has recognised the risk involved in this IPCEI, meaning that State aid would be justified for being necessary and proportionate. In this vein, and seeing that it does not unduly distort competition, the European Commission has concluded that the Tech4Cure IPCEI is in line with European State aid rules.
